Farmington Municipal Schools is a member of NMPSIA, the New Mexico Public Schools Insurance Authority.  NMPSIA currently administers benefits for 88 public school districts, with the exception of APS, as well as 98 charter schools.  As a member of NMPSIA, FMS is able to offer a wide range of insurance benefits to full-time, contracted employees. New hires have 31 days from their date of hire to obtain benefits. What benefits are available?

Medical, dental, vision, long term/short term disability, additional voluntary life, CVS Caremark (automatic with medical coverage). FMS does not offer additional life and disability through NMPSIA.

Are any benefits provided at no cost to me?

Yes, basic life coverage of $50,000.00 is provided to all contract employees who work more than 15 hours per week. Coverage goes into effect the first day of the month following your hire date, provided you are actively at work on the day your basic life coverage is scheduled to go into effect.

FMS also provides an Employee Assistance Program to all employees. Ulliance Life Advisor can help you address concerns that impact your daily life, relationships, work-life balance, mental health, work and career, quality of life, and overall wellness.

Can I enroll at any time?

You have 30 days from your date of hire to apply for all other lines of coverage (other than basic life). You must meet with the FMS Benefits Specialist to complete enrollment.
The exception to this rule is if you request a change within 30 days of a Qualifying Event. The Plan Administrator has determined that the following are Qualifying Events, enabling you to change your coverage as appropriate.

• Change in legal marital status (marriage, divorce, annulment or death of spouse).

• Birth or adoption of child or placement of a foster child.

• Commencement of or return from Leave of Absence.

• New eligibility for coverage under another employer’s plan for yourself, spouse or dependent.

• Involuntary loss of coverage under your own or a spouse’s plan.

• Loss of prior coverage under a Medicaid or SCHIP plan.

• New eligibility for coverage under a Medicaid or SCHIP plan.

• Become eligible for Medicare (you or your spouse).

• Judgment or court order to provide coverage for a dependent.

When will my benefits go into effect?

In most cases, NMPSIA coverage will go into effect the first day of the month following the date you apply, provided you are actively at work on your effective date of coverage (and your premium is withheld and/or adjusted from your payroll check).

Can I enroll retroactively?

No, NMPSIA does not accept retroactive enrollment, and coverage can never go into effect retroactively.

What is the cost of coverage?

The cost is shared by the employee and employer based on salary. Employee cost share is 20% up to 40% dependent on salary.

What happens if I don’t enroll within 30 days?

NMPSIA offers open enrollment each October for medical, dental, and vision. Once you apply, the change becomes effective on January 1. Open enrollment for long-term disability and additional life is each November.

Can I cancel my coverage?

Yes, however, any dependent children under 18 must have proof of other medical coverage.

Online Licensure Portal

The new Online Licensure Portal for the New Mexico Public Education Department is now available.

You can apply, pay, and track your application status online. Once your license is issued, you can download and print a copy for your records or to send to FMS Human Resources for your file.

The first time you access the portal, click “Register” to create your account.

FMS Staff Licensure Renewal Process

It is the responsibility of each staff member to track their licenses and expiration dates. To assist the staff, Human Resources will send out a notice in January of each year to each staff member who holds a license that expires on June 30 of that year. The notice will include instructions on how to renew online and how to receive approval from the district for the renewal.

If you are not sure of your expiration date(s), please create an account with the NMPED through the Online Licensure Portal.

Questions regarding eligibility for retirement, estimated retirement benefit, and current balance in your retirement account should be directed to NMERB at (505) 827-8030 (Santa Fe), (505) 888-1560 (Albuquerque or 1 (866)691-2345 (Toll-Free). You can also create an account and review your information online by going to the NMERB website at erb.nm.gov

Note: Your retirement date is always the 1st day of the month following your last payroll. Employees on a 9- or 10-month contract who complete a school year in May MUST indicate July 1st as their retirement date.

The U.S. Department of Education Office of Inspector General (OIG) conducts audits, investigations, and inspections of educational programs and operations, and has criminal investigators nationwide who conduct investigations of fraudulent schemes targeting the Department’s funds and/or programs. OIG is responsible for protecting the integrity of Federal education programs administered by the Department, ensuring vital funds are used for allowable and intended purposes and in accordance with all applicable requirements. Title IX, Section 9203 of the Every Student Succeeds Act requires the Department’s OIG hotline contact information be publicly posted so that any individual who observes, detects, or suspects improper use of taxpayer funds can easily report such improper use.

As a retiree from FMS, you are automatically eligible to enroll for benefits through the New Mexico Retiree Health Care Authority (NMRHCA). Enrollment is not automatic; you must contact NMRHCA at 1-800-233-2576 to request an application packet and rate sheet for retiree health care if you want health care insurance as part of your retirement. You can review available retiree health benefits and premium information at www.nmrhca.org.

Employees may join the Sick Leave Bank by contributing two days of sick leave in the first year of membership and one day for the next two years. This is to provide an employee with additional leave in case of catastrophic illness or extended treatment. Employees who have donated 4 days will automatically be members of the Sick Leave Bank from year to year.

Farmington Municipal Schools can provide placement for college students looking to complete their required internship or residency in the following fields:

Please follow this link and fill out the Student Teacher/Student Intern application or the Teacher Resident application. You will be contacted by HR to complete the necessary forms and background check to clear you for placement.

In most cases, your college/program advisor will have reached out to FMS to request placement in one of our schools. If this is not the case, please contact Human Resources for Teaching and Administration or the Exceptional Programs Office for Ancillary.

Student Observers: If you need to complete observation hours at a school as part of a college class/program, please fill out the Student Teacher/Student Intern application.

To begin regularly volunteering or chaperoning in the Farmington Municipal District, you must complete an application and pass a background check. The packet at the link below must be printed, filled out, and approved by an administrator. Once approval is given, please follow the instructions for obtaining the needed background check. Please be aware that the turnaround time for background checks can be 3-4 business days.
